When we travel on public roads, we have a reasonable expectation of privacy.  For us to be noticed out on the road is one thing, but for our movements statewide to be tracked by a private company, or by the government, is unacceptable.  American Traffic Solutions provide photo radar systems for Pima County, and red light camera systems for the City of Tucson.  They also provide these services for many other communities in Arizona.  These cameras record everyone who passes by, whether they are breaking any traffic laws or not.  They are gathering information about our movements on an unprecedented scale with this video, and no one oversees them in the handling of this information.  In fact, they lied about the fact that they record this video in order to ease the acceptance by our elected officials.  As long as the cameras are up, we have no way of knowing what is recorded, or how the information is being used.  Therefore, the cameras must be removed.

In addition to recording video, they are identifying each vehicle that passes their cameras using a software tool called Automatic Number Plate Recognition, or ANPR.  This is a computer program which automatically reads the license plate numbers in the camera images in real time.  These systems can read one plate per second for cars traveling up to 100 mph, and are getting better all the time.

I don’t know what this database actually looks like, but I am an engineer, and if I were designing this system, this is what I would record:

Modern computer hardware can easily store millions of these records for months or years without spending a lot of money.  Before too long, they will also have the capacity to store images with your record.  These images will show you, your car, you children, and any other passengers.  I am not sure how far facial recognition software has come, but the examples I have seen are pretty good at identifying individuals.

The cameras are not monitored by law enforcement.  They are monitored by employees of American Traffic Solutions, in the case of the Pima County or City of Tucson cameras, or Redflex, for the Department of Public Safety cameras. The control of this information by law enforcement is tenuous, at best.

Let’s say an unscrupulous employee of one of these companies did a little data analysis, and decided to pull all the records for Chuck Huckleberry from camera site P134:

This employee could determine that Mr. Huckleberry is away from his home every day from at least 8:00 am to 5:10 pm.  He could pass this information off to an acquaintance who might be interested in burglarizing Mr. Huckleberry’s house.  Furthermore, if Mr. Huckleberry decided to go home early on the day of the robbery, the employee would see his license plate come up on the computer and be able to warn the robbers.

Alternatively, they could see that perhaps Mr. Huckelberry was in Kingman on a particular day, and know he is not home.  Do you really want a private company to have this kind of detailed information about your whereabouts?

No one knows if American Traffic Solutions is using ANPR in Tucson or Pima County.  They are not supposed to be, but they have the technology in place, and they lied to the City of Tucson and the Pima County Board of Supervisors about 24 hour recording even taking place.  Both entities were specifically assured that it wasn’t, but it was revealed later that it is.  Karin Uhlich from the Tucson City Council, and Richard Elias and Ray Carroll from the Pima County Board of Supervisors publicly complained about this in January.  Karin Uhlich stated, ”When the Mayor and Council approved the red light cameras, we were explicitly told that the cameras would be only be activated during a violation. We were told they would not be running all the time.”

In light of these revelations, how can assurances they are not currently using it be believed?  They record you whether you are breaking any laws or not.  With cameras statewide linked together, we are putting a lot of information into the hands of private companies that the government is not keeping very close track of.

We have a reasonable expectation of privacy when we are out in public and these cameras remove all pretense of privacy.  It is unacceptable for a private company or the government to record us on such a large scale.  The only way to be assured we are not being recorded is to remove the cameras.  I am a careful driver, and I am in favor of better enforcement of traffic laws, but cameras are not the way to do it.

1. They are placed at intersections close to the city limits, so most of the tickets will go to people who can’t vote for the city council.

2. They use imaginary lines to enforce the law, and not the stop bar or crosswalk.

3. The yellow arrows too short, so they can hand out more tickets.  They do not meet national standards.

4. They record every license plate that goes through, whether any traffic laws are broken or not.

5. The judge who hears the cases is married to the Assistant Police Chief.

6. The camera systems are not calibrated to National Institute of Standards and Technology (NIST) standards.

7. The pavement markings do not meet TDOT standards.

8. Most crashes at intersections happen when someone turns left into oncoming traffic when the light is green.  These cameras do nothing to prevent that.

9. TPD officers are getting their tickets thrown out as a professional courtesy, even when they are off-duty.

10. Process sever arrested for giving false testimony causing  hundreds of people to get their drivers license suspended for NO reason.

Agent Robert Wimer Rosas

It saddens me anytime a law enforcement officer is killed in the line of duty. It really pisses me off when it’s avoidable.

Agent Robert Wimer Rosas was murdered on July 23, 2009 by criminal alien smuggling thugs. What was the response from Janet Napolitano; “This won’t stand”. Yes it will Janet, because you were a weak, do-nothing Governor of Arizona and now you’re a weak, do-nothing secretary of home land security.

Tell me Janet Napolitano, where’s the outrage now that one of your Agents has been Murdered! Where’s the outrage Janet!…

Why is the only time you speak out is when an Illegal Alien is hurt or killed?

It’s a shame that your agents have to make a decision to defend them self’s and end up in prison the rest of their life’s or be killed and NOTHING happens…where’s the outrage Janet!

Agent Rosas is a hero, he gave his life doing something honorable. You Janet, on the other hand, are a joke.

This is my prediction: Nothing will happen to these thugs, you will sweep this under the rug.

Make no mistake Janet; the blood of the agent is on your hands. You are responsible for the death of Agent Rosas.

The only way this will ever stop is for the people to take back their government. Elections have consequences…this last one was a huge disaster.

To the Rosas family: I’m truly sorry for your loss. Robert did not die in vain, people do care. May God be with your family at this time of need. My family is praying for you.

We all know that “test” will mean, expand the system for “safety”.  There has already been talk of expanding the system to issue citations outside speed and red light violations. Violations such as registration, cracked windshields, no seatbelt, cell phone, malfunctioning vehicle lights, etc.

Pima County Sheriff, Clarence W. Dupnik, pushed the board of Supervisors to approve the cameras.
Be heard! Get involved! Call your representative and let them know how you feel, this includes Sheriff Dupnik. He should show the same leadership Pinal County’s Sheriff, Paul Babeu showed and ban photo radar in Pima County.

 Gov. Jan Brewer is moving towards removing Photo Radar from Arizona.

Even after Janet Napolitano leaves this state, her mess still lingers. Gov. Brewer sees Photo Radar for what is really is; a money making machine and a clear abuse of Government powers.

Napolitano pushed photo enforcement speed laws as a safety issue to reduce accidents.

Napolitano admitted she set up the Photo Enforcement laws in a way designed to get people to pay the $165 tickets without question.

“That’s not why we do things like that,” Brewer said. “It’s not to generate revenue.”

“I hate it”, Gov. Jan Brewer said, referencing Photo Radar.

“I certainly don’t support photo radar as a revenue-generating solution to solving our budget,” Brewer said. “And I believe that’s what it initially was put in (the budget) for.”, she told the Arizona Daily Star.

The contract Napolitano signed with Redflex requires the company to pay for installing both the fixed sites, with pavement sensors and cameras, and the mobile units. In exchange, Redflex gets up to $28.75 for each paid citation plus rental fee for each camera system installed.

The value of that contract was listed at $20 million in the budget; Napolitano had said the state could pick up another $90 million in profits.

The contract does allow the State of Arizona to cancel. But it requires the state to reimburse Redflex for its costs, estimated at $250,000 for each fixed site and $150,000 for each mobile van. (Thanks Janet!)

Now the Tucson Police Department and City Government is spewing the same talking points; “it’s a safety issue”. This after showing the traffic light timing at Oracle and River has been shortened and live streaming video to being transmitted of every one traveling in that intersection…GET REAL TPD! This is about money!

Now here the real scary part! For years Napolitano has made excuse after excuse on why she could not protect the citizens of Arizona from illegal alien criminals. Police officers have been killed in the line of duty, innocent people killed in traffic accidents, home invasions in the Tucson up significantly,  Mexican gangs dressing up as Police officers to commit crimes in Phoenix, Arizona is number 1 in vehicle theft in the nation; all because Napolitano refused to do the only constitutional mandate she had…protect the citizens of this state.

Her excuse; “It’s a federal Problem”…guess what; She now in charge of Homeland Security. The “Federal Problem” is now hers.  Now the rest of the country will see Napolitano’s incompetence.

Janet Napolitano will go down as the worst Governor in Arizona’s history. She has left a big mess for Gov. Jan Brewer to deal with.   The damage she has cause will be apparent for years to come.

I can’t believe this ding-bat was elected Governor…twice!

Ms. Napolitano; Please feel free never to visit Arizona again, we now have strong leadership in Gov. Jan Brewer.

Gov. Jan Brewer joins two other leaders in this state; Pinal County Sheriff Paul Babeu and Maricopa Judge John Keegan.

As a citizen, I’m discussed and fed up with incompetent government. As a Police officer, it makes me sick to see our laws and citizens abused.

There’s really only one way to resolve these issues; get involved! Contact your representatives, hold them accountable, let them know you what better Government, and finally; don’t vote for these people!

Finally, a Judge with common sense and Follows the Constitution!

Maricopa County justice of the peace, Judge John Keegan, has declared the state’s photo-enforcement law unconstitutional.

Judge Keegan says it runs counter to the U.S. Constitution because it denies equal protection under the law and is also a violation of the state’s Constitution clause on equal privileges and immunities.

The judge estimates he has thrown out from 300 to 400 photo-enforcement tickets since he issued his ruling.

Keegan, whose court is located in Surprise, has jurisdiction over Peoria, Sun City and north Glendale.

The photo-enforcement tickets that come into his court mostly are snapped on Loop 101.
